Looking at the state of the process:
# svcs -p network/telnet:default

Disabling:
# svcadm disable network/telnet
# svcs -p network/telnet:default
STATE STIME FMRI
disabled 13:08:15 svc:/network/telnet:default
# telnet localhost

telnet: Unable to connect to remote host: Connection refused
Enabling:
# svcadm enable network/telnet
# svcs -p network/telnet:default
STATE STIME FMRI
